What is the LDP
The Local Development Plan (LDP) is something that will, if current suggested sites are allowed to go ahead, have a significant impact on every resident in Cimla, and those areas surrounding it. Everyone living in Cimla should make their views on the candidate sites known and clearly heard at every opportunity.
The LDP originated as a result of the Planning and Compulsory Purchase Act of 2004 which requires the council to prepare such a binding document for the county borough. The LDP will set out land in Neath Port Talbot can be used and developed over a 15 year period from 2011 – 2026. The idea is that the plan should be prepared in partnership with the local community and it will have a major influence on the future shape of the county borough and its individual communities such as Cimla. The main roles of the LDP will be to:
- Guide the amount and location of new development. (from housing and employment to minerals and waste).
- Identify areas to be protected, such as green wedges, landscape and wildlife.
- Guide the location of new public / grant funded projects and co-ordinate the provision of new infrastructure, such as highways and schools.
When adopted in 2013 the LDP will constitute the development plan for Neath Port Talbot and will be the primary document for use in the determination of planning applications and appeals. It will not be easy to object to sites when they are included within the LDP
This is why it is important to make sure you know where Cimla’s candidate sites are and make your views on them known now. All of the candidate sites in Cimla will have some effect on the community at large. They will probably have a big impact on YOUR life.

- Candidate Sites Suggestions: February 2 – July 31, 2009
- Comments on Issues/Alternative Discussions: Closed on 31st July 2009
- Comments on Candidate Sites: August 2-31, 2009 (Now extended)
- Consultation on sites suitable for development: October 2008 - March 09.
- Pre-deposit Participation / Preparation: November 2009.
- Pre-deposit Consultation – for a 6 week period: March 2010
- Deposit Participation / Preparation: April 2011
- Deposit LDP– for a 6 week period: November 2011
- Publication of Site Allocation Representations
– for a 6 week period: January/February 2012 - Submission of LDP to WAG for examination: February 2012
- Independent Examination in Public: June 2012
- Publication of the Inspector’s Report: Late February/March 2013
- Adoption of the LDP: Spring 2013
